Iraq car import rules in 2026
- Since 1 January 2026 imported cars must meet the Iraqi vehicle standard. Accident, flood or fire damaged cars are refused.
- China built Toyotas have been banned since August 2025. Ask where the car was built: GCC spec Toyotas are usually built in Japan or Thailand.
- Customs duty on cars is 15% or more since 1 January 2026 (Cabinet Decision 957), now including hybrids.
- Kurdistan Region: right-hand drive, flood and burnt cars are banned, a certificate of conformity and an inspection are required, and the age rule is stricter than in federal Iraq.
- Customs at Umm Qasr may value the car on your invoice or on its own tariff book.

What are the new Iraqi rules for imported cars in 2026?
Since 1 January 2026 cars must meet the Iraqi vehicle standard, which refuses accident, flood or fire damaged cars. China built Toyotas are banned, and customs duty is 15% or more.
How much customs duty does Iraq charge on cars?
From 15% since 1 January 2026 under Cabinet Decision 957, depending on the type of car. Hybrids are no longer exempt. Your clearing agent calculates the final amount.
Are the rules different in the Kurdistan Region?
Yes. The Kurdistan Region bans right-hand drive, flood and burnt cars, needs a certificate of conformity and an inspection, and has a stricter age rule. Confirm it before you buy.
